His team's background encompasses 37 years of combined experience in the following areas:

Specifically, during his tenure as President & Chief Operating Officer at TechnoEdge Group, Inc., he oversaw all aspects of the proposal development and management processes, including selecting partners, completing teaming agreements, developing the proposal management plan, assigning proposal responsibilities, hiring proposal staff, resolving personnel issues, developing, executing and evaluating budgets, developing the strategy and the solution, developing the proposal schedule, developing the proposal outline, conducting the kickoff meeting, conducting the technical writers’ meeting, preparing storyboards and mockups, writing the proposal, preparing the price or cost volume, conducting color team reviews, producing the proposal, submitting the proposal, facilitating and expediting reuse by using a solution-based classification system to store the proposal in the proposal database and conducting a lessons-learned meeting.
Furthermore, during his tenure as Executive Director & Chief Operating Officer at Elmcor, Inc., he re-engineered the aforementioned corporation’s proposal development process, resource-loaded each strategic and value-added step in the foregoing process; developed, executed, implemented, managed and evaluated budgets; hired, trained and developed staff and armed them with the tools that enabled them to develop many winning proposals.
Additionally, he won most of the proposals that he submitted during his tenure as Director of Contracts & Proposals Management at Reuters.
During his tenure at Goldbelt Wolf, Capstone Corporation, TechnoEdge Group, Reuters, Investment Promotion Group, and Elmcor, he analyzed all solicitations, researched each issuer’s hot buttons, developed a strategy for each proposal, developed a baseline solution, retrieved the relevant reusable items of information from the proposal and contracts database, prepared a Proposal Management Plan (PMP), prepared a proposal schedule, assigned proposal responsibilities, developed an annotated outline, updated the proposal strategy and PMP, reviewed the solution, strategy and PMP, prepared the executive summary, conducted a kickoff meeting, conducted the technical writers’ meeting, prepared storyboards and mockups, wrote the proposal, facilitated, and expedited the preparation of the price/cost volume, created the first draft, edited, revised, and proofread the aforementioned draft, conducted a Red Team review, edited, revised, and proofread the draft, conducted a Gold Team review, produced and assembled the proposal, conducted a White Glove review, packaged the proposal, timely submitted the proposal, facilitated, and expedited reuse by using a solution-based classification system to store the proposal in the proposal database and conducted a lessons-learned meeting.
He has extensive experience in researching, writing, editing, proofreading and producing winning responses to Requests for Proposals (RFPs) from the Department of Homeland Security, the Department of Defense, the Department of Commerce, the Department of Transportation, the Department of Health and Human Services, the Department of Labor, the Department of Education, etc.
He collaborated with all the relevant stakeholders to win many multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, and many of the subsequent task orders.
He has extensive experience with proposal databases.
He has deep knowledge and understanding of federal procurement regulations and procedures including the Federal Acquisition Regulation.
